Seeing that you have to point the game to your install directory, shouldn't "...open to public." be "...open to subscribers"? Or can one just use the patcher to download the full game?

Subscribers only, I would have to assume. If they let canceled accounts play on the "Test" server (I find that name humorous, as every other server is just as broken and flawed) just imagine how many more people would hit the cancel button and take the free ride until it's really worth the monthly fees.
