That was settled quite some time ago as I recall, was ruled as at best..against TOS if not downright illegal in many jurisdictions, and banned outright from existing in any shape or form. Groups involved in that would not have been banned from the party..but tossed from the grid. IF it exists now it exists in the same way it exists in RL. Underground, hidden, covert.
