It really comes down to the question how persistent the world is. If its just matched PvP minigames without any larger meta game (lets say territorial control or economy) - I will not pay a monthly fee for it - cause GW (if I like to toy around with character skilling) or CS (if I like to have hands on action) do it for free - and they are good in it!

All comes down to the execution of it. As Merkur said, a persistent world is key to the success. But it's going to need a lot more than just that. More than anything though, it has to be fun. But trying to get away charging a monthly fee for a online shooter, where there are so many that are free, is going to be very difficult. It better be looking to get it's money from advertising, because I don't see the monthly fee thing working out for it.

I'm practically trembling in anticipation of All Points Bulletin. Having expectations too high almost always results in a letdown, but... I still think this is the answer to those 'whispered prayers in the dark' I mentioned. At least until GTA Online becomes a reality, if it will even happen at all.
