It's an interesting idea, but I can only imagine how chaotic that city, or any playspace the players were given free reign of, would become. A large part of the series' draw is the ability, when you become tired of the main storyline and side missions, is to grab all your guns and go on an absolute rampage throughout the city, to see how many little stars you can amass.

To be honest, that's the first thing that comes to my mind when I think of GTA (because it is what I most often find myself doing when I play) and I'm not sure how well it would translate to the MMO scene. My bloody massacres would always be running into other peoples' bloody massacres. I love the things they've done with online play for GTA IV, but I don't know if having thousands of people constantly walking the same city would be best.

About a year ago I was a big fan of San Andreas Multiplayer. And while it was effectively nothing more than 100 people running around San Andreas trying to kill eachother for money, there was some very thematic gameplay going on.

Often times players would ally up and pick a part of town to be their home base (close to restaurants and gun stores, obviously), and would basically turf war their way to success. Some would play road warrior and rule the freeways with cars full of uzi-toting maniacs. Either way, it was totally a game where you chose your level of risk and involvement, and tried to pull off the craziest things (helicopter chases) while trying to hold onto your cash and accumulate it from others.

With a little more structure thrown in, I could see a real Planetside-style persistent game of cops and robbers being pulled off, easily.
