Just wondering: what is the record high for the grid stability index? To me, this looks like it may be it.

Given that yesterday's outage was a result of service provdier failures beyond the control of Linden Lab, and that multiple corporations/entities experienced the failure, should it really be added into the grid stability index? If the goal of the index is to gauge the stability of the SL application, lumping this failure in with home grown ones would seem to be problematic.

We base it on mass movements of people. In a sense it practically measures when faults exceed the tolerance level of the users in statistically noticeable quantities. It's not so much where the fault comes from as that it either exceeds mass user tolerance levels or their ability to use the grid.
