Second Life daily news:

8,122 new signups bringing the total to 13,144,676 signups.
A peak concurrency of 56,486 at 3:55PM. Minimum concurrency is useless since the grid was effectively closed for some hours. Median concurrency for the day was 37,743.
The Grid Stability Index for the day was 17.66 (lower is better).
Yesterday's network difficulties escalated into full blown outages, the whole mess lasting a little over 18 hours in total. Signs of an all clear were premature, and the evening brought more network related problems, though not so severe.
Linden Lab advised additional problems with 500 regions at 1:16AM "Approximately 500 regions are experiencing connectivity issues. We are in the process of addressing this issue as we speak. If you have difficulties teleporting then please clear Second Lifes cache and relog. "

Just wondering: what is the record high for the grid stability index? To me, this looks like it may be it.

Given that yesterday's outage was a result of service provdier failures beyond the control of Linden Lab, and that multiple corporations/entities experienced the failure, should it really be added into the grid stability index? If the goal of the index is to gauge the stability of the SL application, lumping this failure in with home grown ones would seem to be problematic.

We base it on mass movements of people. In a sense it practically measures when faults exceed the tolerance level of the users in statistically noticeable quantities. It's not so much where the fault comes from as that it either exceeds mass user tolerance levels or their ability to use the grid.
