Given we need more child friendly MMO's like toon town online, I dont think this was in Cartoon Network's best interest.

I'm not sure I follow your logic - can you explain more?

If we DO need more child-friendly MMOs, then how is it NOT in Cartoon Network's best interest to help create them?

What I mean here, is I don't think Cartoon Network had their minds set on filling the gap in childrens online games. Their probibly just thinking about more ways to make money with their royalty's.

If a high quality children's game comes of this, then I guess everybody wins.

They're already just shy of having that MMO based on the Foster's Home series you postulate, right down to the "create your own friend" part:

And they already have an MMO coming out that includes re-imagined versions of Dexter from Dexter's Lab, Ed Edd n' Eddy, and the Powerpuff Girls. Do your research, dammit!
