They are merged not deleted.

In otherwords, key elements such as skill tree's, spells are being added to another excisting classes to add more diversity to that class and still giving the player the abilities they found interesting from the scion and lich in this case.
So you'll still be able to play the scion or lich route in while picking another class.

And this is far from the first class merge that happend as in the past alot of classes were merged just because they weren't that fun or not that great on their own or even lacking dept and diversity.

"on the one hand, it could be because Funcom couldn't make them work, which doesn't say much for the game we all want to play"

I don't think it necessarily reflects badly on the game. Just because a single class (or two in this case) isn't working doesn't mean the rest of them are bad. In fact it's probably a good thing to remove something that isn't working from the game.

Blizzard are renowned for this. They've actually cancelled games rather than release something that's not fun.

If Funcom are taking this approach, rather than releasing a class that is someones pet idea or has popular support but isn't fun, then I have more confidence that AoC will be a good game.
