If you're desperate and have no morals? I guess a scam would work. But ever since the big scams have seated themselves in EVE's history you can pretty much assume all players are sceptical if a new character presents an "investment programme" or somesort. Maybe if they get to a point where they can ransom in low sec that would be quick money too, though I'm betting that they're just gonna stick with the missions and mining for two weeks.

Don't think the scam would work. I mean who would trust a character that's less than two weeks.
