This is common practice in COH. This way characters made with the new powersets will be able to get the token and respec. If it came in with the patch characters made afterwards - i.e. with Dual Blades and Willpower - would not be able to receive these.

Additionally, the free respecs are granted with a lot of lead-time and prior notice because they do not stack with previously granted free respecs. Thus, the developers are reducing the chance of a public outcry from "freespec" hoarders who want to burn an existing freespec before the new one takes its place.
